Decree proposed by the City Council of Valence (France)

Adopted unanimously during the Council meeting of 15 December 2008.









The Mayor’s presentation:

The City of Valence declares that it does not wish to see relay phone masts installed close to schools.

1: Many scientific studies prove that electromagnetic fields have an effect on health. (BioInitiative Report 2007).

2: Children as a group are vulnerable to electromagnetic fields.

3: On 4 September 2008 the European Parliament passed a resolution demanding the reduction of permitted levels of electromagnetic fields.

4: The Charter of the Environment adopted by France on 1 March 2005 allows the application of the Principle of Precaution.

In consequence,

These factors have persuaded the Mayor of Valence to pass a decree that forbids the installation of mobile telephone relay stations within a radius of 100 meters around schools and crèches.

I request that the body of elected officials present support this initiative.

The parties to the discussion have signed accordingly.

ValenceThis Monday 15/12/2008 , France has made the difference by forbiding the installation of any new phone masts close to schools and crèches . Valence is nailing its colours to the mast for several reasons, as Michèle Rivasi explains: "First of all because of the scientific BioInitiative report, which proves the dangers of electromagnetic fields especially on the nervous system. Number two: a resolution passed by the European Parliament demanding the reduction of permitted radiation levels. Three, the principle of precaution.
